"Keystone HELP offers new opportunities..."

"The Keystone Home Energy Loan Program (Keystone HELP) offers below market rate financing to qualifying homeowners to make energy efficiency improvements on their homes. The program has been widely successful over the years, offering close to 6,500 homeowners finance over $42 million in energy saving improvements.

Keystone HELP will continue its loan program for single measure ENERGY STAR rated improvements, and larger secured loans up to $35,000 for homeowners looking to make their properties more energy efficient, and is expanding to offer two new programs.

The first new program, CAPP (Conservation Audit and Performance Protocol), provides 2.99 percent unsecured loans up to $15,000 for most types of energy efficiency improvements (heating, cooling, insulation etc.) when coupled with blow-door directed air sealing completed by a BPI certified contractor. This replaces the Unsecured Whole House Loan Program.

The second addition to Keystone HELP is the Geothermal Heat Pump System Loan Program. The program offers two loan options for homeowners interested in installing geothermal systems: 1) An Unsecured Loan to $15,000 at 4.99 percent plus an optional “Tax Credit Anticipation Loan" for up to 30 percent of the project cost (maximum $10,000) where Keystone HELP makes the first 12 monthly payments and 2) a Secured Whole House Geothermal Loan up to $35,000 and rates 1 percent less than the standard Keystone HELP secured loan rate. To participate in the Geothermal Loan program you must be at minimum a “Trained Contractor" and/or IGSPHA approved.
