New law improves Guaranteed Energy Savings Act
Act 39 of 2010, sponsored by Representative Frank Dermody (D-Allegheny), will give Pennsylvania's Guaranteed Energy Savings Act (GESA) a lift when it becomes law on August 31.
GESA is a contracting program that allows for public housing authorities, municipalities, school districts, and state agencies to enter into contracts with qualified Energy Service Companies (ESCOs) for energy efficiency improvements – all without using any up-front capital. Over the contract term, the ESCO guarantees that the annual energy cost savings from the installation of energy efficiency measures will completely cover the cost of the project. This means that the cost of the improvements is virtually invisible to the building owner. Once the contract ends and the measures are paid off, the owner receives all of the energy savings.
The Act helps improve GESA by increasing the maximum contract length from 15 years to 20 years and expands the list of allowable measures to include technology upgrades; water and sewer conservation measures; upgrades that improve the accuracy of billable revenue-generating systems; and automated or remotely controlled systems that reduce costs.
